An 18% deferral rate still means close to one patient in five stops before treatment starts. The team’s own target was 20%. No national deferral figure exists to compare it against.
The burden around Silchar is heavy and documented. ICMR counted 13.9 lakh cancer cases in India in 2020 and projected 15.7 lakh for 2025. Tobacco-related cancers made up 27.1% of the 2020 total, and ran highest in the North East.
What Dr Ravi Kannan Changed at Cachar Cancer Hospital
The thing Dr Ravi Kannan changed at Cachar Cancer Hospital is how many patients finish the treatment they start. Compliance is the hospital’s own word for it.
The Ramon Magsaysay Award Foundation published a biography of him with his 2023 award. It puts compliance at about 70%, up from 28%. It records 28 departments and 451 staff, against 23 staff when he joined.
About 5,000 new patients a year get free or subsidised care there, the same document says. It also counts 20,000 poor patients helped with treatment and follow-up.
The hospital’s website now lists more than 150 beds and more than 450 staff. Cachar Cancer Hospital Society was formed in 1992. The hospital opened on February 10, 1996, on 11 bighas given by the Government of Assam.
In 2006, Dr Ravi Kannan left Chennai for Silchar, the hospital’s biography of him says. His training ran through Kilpauk Medical College in Chennai, Maulana Azad Medical College in Delhi and the Cancer Institute at Adyar.
How the Silchar Team Cut Deferral From 40% to 18%
The Silchar team cut deferral by removing what stopped patients coming back, not by changing the medicine. The barrier was money, not treatment.
Baseline data ran from February to April 2022. A root cause analysis pointed to cost, travel and fear. A Pareto analysis narrowed it to two: the price of treatment, and families that live on what the patient earns.
Four things followed. The hospital gave direct financial help, found work for caregivers, ran motivation workshops for patients and families, and put staff on active patient navigation. Progress was tracked every week.
The project ran under the EQuIP India 2022 programme. Its target was to bring deferral from 40% down to 20% in six months. It reached 18%.

The Record, Verified
Dr Ravi Kannan holds the Padma Shri and the Ramon Magsaysay Award, and both sit in public documents.
The Ministry of Home Affairs press note of January 25, 2020 lists him at serial number 78. The entry reads “Dr. Ravi Kannan R.”, field Medicine, state Assam. That list carried 118 Padma Shri awards among 141 Padma Awards.
The 2023 Magsaysay citation credits “his combination of skill, commitment, and compassion in pushing the boundaries of people-centered, pro-poor health care and cancer care”. The Foundation’s biography of him counts 17 years at the hospital by the time of the award.
Independent data on the hospital exists too. The Indian Council of Medical Research’s hospital based registry recorded 4,831 new cancer cases at Cachar Cancer Hospital from 2012 to 2014. Of those cases, 2,854 were men and 1,977 were women.

What Is Contested or Unproven
The weakest number in Dr Ravi Kannan’s own 2026 work is readmission, and his co-authors say so themselves.
The journal Public Health Action carried their hybrid intensive care study in May 2026. It covers 909 admissions with curative intent between October 2021 and December 2022. Nearly three in four of those admissions followed surgery.
Admissions rose from 238 in the first six months to 671 in the next nine. Deaths during admission moved from 7% to 6%. Ventilator use moved from 8% to 12%.
Readmission within three months rose from 21% to 25% across the same two periods. That is the number the hospital’s own authors flag.
All three of those changes carry P values above 0.05. The study cannot show they are real. Median stay went from one day to two, and that change does clear the threshold.
Home care and caregiver education must be strengthened to bring readmissions down, the authors write. The deferral study has its own limits. It is a single-centre project with no control group, and it reports six months.
Peoples Feed searched the Padma award notifications, the Magsaysay Foundation records, PubMed and published news reports on September 10, 2026. That search found no published criticism, pending inquiry or disputed claim against Dr Ravi Kannan in connection with this work.
What Happens Next
Cachar Cancer Hospital is adding a nuclear medicine imaging and radiation therapy unit, funded by Tata Trusts through the Tata Cancer Care Foundation.
No cost and no completion date for that unit have been published. Peoples Feed could not find either on September 10, 2026.
A 2021 review in the Indian Journal of Medical Research looked at the North East. It found cancers of the oesophagus, hypopharynx, stomach, lung, liver and cervix running higher across the region’s districts. The Cachar registry verified 82.8% of its cases microscopically.
Both 2026 papers point the same way. The deferral study asks for better financial support systems, and the intensive care study asks for stronger home care and caregiver education.
The number to watch is the next one out of Silchar. Deferral was measured over six months.

Of the two 2026 papers, the deferral study is the more useful and the harder to copy. Its interventions cost cash: fares, food, and paid work for caregivers. Cachar Cancer Hospital raises that from donors, which a district hospital on a state budget cannot do. So watch the readmission line instead. The intensive care paper shows three-month readmission moving from 21% to 25% as admissions grew, and the authors want home care strengthened. If the next Silchar paper shows readmission falling while admissions keep rising, the model has scaled. If it does not, the deferral gain was borrowed.
